SWPC completes technical, financial evaluation for Hadda, Arana ISTP projects

Saudi Water Partnership Company (SWPC) has announced the successful completion of the technical and financial evaluation for the development of the Hadda and Arana Independent Sewage Treatment Plant Projects which will boast a total of 750,000 cu m capacity.

These two projects will be implemented under a build-own-operate-transfer (BOOT) model with private sector participation, said the Saudi utility in a statement.

According to SWPC, the initial design capacity of the Arana ISTP is 250,000 cu m/day, expandable to 500,000 cu m/day, while the Hadda ISTP is designed for 100,000 cu m/day, expandable to 250,000 cu m/day.

For Arana ISTP Project, a consortium led by Saudi group Miahona with key partners Marafiq and Buhur for Investment Company was selected as the preferred bidder for its competitive cost and Metito’s consortium as the reserved bidder. 

The Miahona consortium had submitted the levelised cost of SAR1.35 per cu m, while Metito’s consortium had submitted a SAR1.505 per cu m bid, said SWPC in its statement.
Interestingly, for the Hadda ISTP Project, a consortium led by Metito Utilities Limited Company with  Etihad Water and Electricity Company and SkyBridge Limited Company was selected as the preferred bidder and Miahona’s consortium as the reserved bidder

For Hadda ISTP Project, the Metito’s consortium comprise of Metito Utilities Limited Company, Etihad Water and Electricity Company PJSC and SkyBridge Limited Company selected as the Preferred Bidder. While Metito consortium had submitted the winning bid of SAR2.354 per cu m; the Miahona’s consortium submitted a levelised cost of SAR2.599 per cu m.
SWPC pointed out that with each project including a complete treated sewage effluent (TSE) reuse system, it represents 27% of the levelized cost of the Preferred Bidder for the Hadda ISTP, and 31% of the levelized cost of the Preferred Bidder for the Arana ISTP.

These results come in preparation for commencing the commercial closing procedures for the two projects with the winning consortia during the upcoming period., as part of its efforts, it stated.
According to SWPC, tendering these two projects aims to increase wastewater treatment capacity serving Makkah City and the holy sites. 

This comes as part of SWPC’s efforts to strengthen partnership with the private sector and support the Kingdom’s Vision 2030, through developing sustainable infrastructure and enhancing the efficiency of water resources management, it added.-TradeArabia News Service
