SepcoIII, a Chinese construction and engineering company, has announced the full commercial operation of the Saudi Red Sea Utility Infrastructure Project, marking the completion of one of the kingdom’s major integrated clean energy and utility infrastructure developments.

Delivered by SepcoIII under an Engineering, Procurement and Construction (EPC) contract, the project is regarded as the world’s first large-scale commercial utility facility integrating multiple complementary energy and utility systems. It is also described as the largest overseas energy-supporting infrastructure project undertaken by a Chinese enterprise.

The project forms part of Saudi Arabia’s Vision 2030 development initiatives and supports the kingdom’s objectives to expand clean energy infrastructure, reduce environmental impacts and develop sustainable utility systems.

Under the EPC contract, SepcoIII was responsible for delivering a comprehensive range of interconnected infrastructure facilities.

The scope of work includes photovoltaic power generation, battery energy storage systems, power grid infrastructure, seawater desalination, water supply pipeline networks, wastewater treatment facilities, wastewater pipeline networks, solid-waste treatment systems, communications infrastructure and district cooling facilities.

The integrated development has been designed to provide clean and sustainable utility services through the combination of renewable energy generation, large-scale energy storage and advanced water and environmental infrastructure.

The project has also received several international recognitions for its technological innovation, sustainable construction and engineering achievements. 

It was awarded the 2022 MUSE Design Gold Award and achieved a Guinness World Record in 2025 for the world’s largest off-grid battery energy storage project by capacity.

In 2026, the project further received the Renewable Energy Innovation of the Year Award and the Sustainable Construction Project of the Year Award, highlighting its role as a benchmark for large-scale integrated clean energy and infrastructure developments.

The successful entry into full commercial operation represents a significant milestone for SepcoIII and further demonstrates the growing scale of integrated renewable energy, water and utility infrastructure projects being developed in Saudi Arabia.-TradeArabia News Service
